The Valedictory Programme, held on 12th of Feb. 2002 at Employees Recreation Centre, Paradeep was divided into two sessions- Pre-Lunch and Post-Lunch. The Pre-Lunch Session dealt with the Review of the Field- level Observations on on-sea demonstration of TED operation, and the Post-Lunch Session dealt with the Recommendations of the Workshop. Both Sessions were chaired by Sri T.K.Behera, Joint Director of Fisheries, Orissa.
The First Session started at 10 AM. The following persons were on the dias:
A lot of deliberations were made on the Inaugural Day followed by field level training and trial of TED in the next two days. In this Valedictory Session we should place the field level observations for discussion in this house, following which we may suggest to the Government in the form of Recommendations or Resolution for better implementation, or for modification of the existing model of TED. You many put forward any relevant suggestion, which would prove beneficial to the users. Be sure, it is for you the users alone, the TED has been developed. We propose to provide you with TEDs, which you are requested to use and give us the feedback information on its performance. Since without the feedback from you, the Government in the Department of Fisheries or for that matter any research body cannot proceed further.
As you know, the conservation of Olive ridley sea turtles is a noble cause. They are guests to our State. In the whole world, Orissa is well known, particularly for the mass nesting of Olive ridley turtles in its coast. As you might know, these Olive ridleys are endangered species but have chosen Orissa coast as their shelter home during the breeding season.
Friends, let us now start the feedback exercise and the deliberations thereon in an open heart with a view to arrive at a meaningful resolution. Now first of all, I call upon the representatives of trawl owners who had been to the sea for TED demonstration, to place their observations one after another.
The trawl owners present suggested that they would give their feedback on TED trial only after the feedback presentations are made by the Government officials.
Respecting the suggestions put forth by the trawl owners, the President observed that the trawl owners being the users, on who rests the ultimate success of implementation of any law or mandate, let them listen first to the feedback observations of Government officials.
The President first of all, called upon Sri B.C.Mishra, Assistant Director of Fisheries (Marine), Puri to place his observations on the field trial of TED, which he had experienced.
