The Second Technical Session carried forward the interaction between the Trawlers and Fishermen Associations on one hand, and the Government officials and scientists on the other. Sri A.K.Tripathy, Commissioner-cum-Secretary Fisheries, Orissa chaired the Session.

Sri A.K.Tripathy, Secretary Fisheries, Orissa first of all called upon Sri Subhas Nayak, Secretary Kartikeswar Matschhyajibi Sangha to speak on the problem of the gill netting fishermen, whom he was representing.
