Following the sanction of the project, the Organisation undertook the proposed debate around the findings and recommendations of the National Commission to Review the Working of The Constitution-2002 in the State of Orissa, with a focus the Oriya the regional language as the medium of the debate. Earlier to this project, there was in fact little awareness, much less any loud discussion in the media or among the intelligentsia of Orissa around any of the significant issues raised by the NCRWC. But as a result of the debate so organized under the project spanning a only a few months, there is now a perceptible degree of awareness and discussion among the various sections of the citizenry across the State around the Report of NCRWC.

• Mobilising cross-sections in the Debate around NCRWC:

  The following cross-sections of the people of Orissa State, belonging to both sexes were involved in the various activities under the project:

  1. Judges and Lawyers
  2. NGOS, Cooperatives and other civil society groups
  3. Academicians, teachers, scholars and litterateurs
  4. Officials of Government and Self-Government bodies
  5. Mediamen and Editors of Newspapers
  6. Legislators and Panchayat Raj functionaries
     
     
• Activities organized for promoting the debate around NCaround NCRWC:

Translation of selected thematically important extracts from the Report of NCRWC in regional language Oriya and their compilation into a book-form for the purpose of circulation among the various targeted individuals and organizations.   6. Identifying and Networking with the like-minded organizations and individuals for carrying on the campaign for popularizing the contents of the Report of NCRWC
  
  
  
• Impact:

  The debate though spanning a short period of a few months has exerted the following impact in the State of Orissa:

  1. The different print and electronic media in Orissa were found to give some publicity on the issues raised by the NCRWC, which was almost absent earlier,
  2. The creamy layer of Orissa's intelligentsia such as legal faculty, academia, mediamen, NGOs and Govt officials are now aware, if not fully conversant, about the Report of the NCRWC,
  3. Some Organisations including the implementing and collaborating NGOs have decided to carry forward the campaign for popularizing the findings and recommendations of the Report of NCRWC
  4. Submission of a Memorandum to the Committee on Civil Service Reforms appoin appointed by Government of India during their meeting at Bhubaneswar on 9th May 2004, for implementing the recommendations of the NCRWC on the subject
  5. A network has been built up among the like-minded organizations and individuals for sharing the opinions and activities and also for further common activities to promote the debate around the Report of the NCRWC
