PROCEDURE FOR DISPOSAL OF REQUESTS FOR INFORMATION ( CLAUSE- 6)

Most of the participants resented the round-about and complicated procedure of disposing of an application for information, by a Competent authority as provided in the Orissa Draft Bill ( Clause 6). Now the go of the good governance everywhere in the world is a system of single window disposal. As per the Draft Bill it is the obligation of the applicant citizen to pursue the 2nd Competent Authority, if the 1st Competent Authority is not provided with the required information. No common citizen has the time, patience or resource to afford to pursue authority after authority, just to get the desired information.

Under the circumstances, it should be the of the Competent Authority or Public Authority or Public Information Officer appointed on their behalf to provide the applicant citizen with information under a single window system, within the stipulated deadline.
