A NEW PROVISION TO BE ADDED FOR A WIDE OUTREACH OF THE ACT IN PLACE OF MERE GAZETTE NOTIFICATION:

As Sri Raicharan Das pointed, the expression 'Gazette Notification' of the Act (Clause 1a), or of the Competent Authorities (Clause 2 a) or of the Schemes and Programmes of the Government ( Clause 8 b) or of the establishment of State Council for Right to Information (Clause 10 i) or else wherever it occurs, is not enough for making the Act or its provisions reach the common people in rural or urban areas, since only a few persons in the State go through the Official Gazette, and that too under a compelling necessity. Therefore the Act, its provisions, rules and related information should additionally be well publicized through popular print and electronic media, display in the notice boards in the offices of District Collector, Sub-Collector, Block, Tahasil, RI, Sub-Register, Panchayat Samiti, Gram Panchayat and Gram Sabha, Municipality and NAC etc ( the cutting edges of administration) along with publicity on the Internet.

Justice Sri P.C.Mishra also echoed the above apprehension of Mr.Das and further observed that even if the Act be publicized in the Gazette and other media, the people who are basically illiterate or semi-literate won't be able to read and understand all this. So the Panchayatiraj institutions which are linked in various ways with the day-to-day life of the common people need to be entrusted with the special responsibility to disseminate the Act and its provisions among them.
