STATEMENT OF OBJECTS AND REASONS OF ACT

Mr.Man Mohan Prharaj, IPS, IG , Orissa Police observed that the community's proximate control of the affairs of their destiny is now one of the accepted guiding principles of governance, being in operation through out the world, and community's access to required information is the critical tool for realizing the same. The Preamble of the Orissa Draft Bill should therefore mention inter alia that to enable the communities at various levels to achieve more and more of self-governance with the help of information and knowledge made accessible, this Right to Information Act is being enacted.

Mr. C.R.Behera, RTI Activist in his paper observed that the Preamble should mention a more fundamental reason for introducing an RTI Act in the State of Orissa. It should insert like the Karnataka Right to Information Act, 2000 the following proposition:

"Whereas, the right to Government held information is accepted by the Supreme Court as a part of fundamental right to speech and expression guaranteed to citizens in the Constitution, ..."
