THE NEED FOR IMPROVING THE EXISTING DEFINITIONS AND
FOR INSERTING SOME NEW DEFINITIONS:
The need for redefining 'appropriate Government', 'Competent Authorities' and 'Public Authorities' has been already dealt with elsewhere in course of this Chapter on Recommendations.
Now there is an imperative need for redefining the following expressions, firstly to bring about conceptual clarity and secondly to bring the Orissa Draft Bill in consonance with the relevant provisions of the Freedom of Information Bill 2000:
- "Information" means any material relating to the administration, operations or decision of a public authority.
- "Right to Information" means the right of a person to obtain information from any public authority by means of:
- inspection of records, work sites, registers, accounts and taking of extracts and notes thereof manually or photocopying;
- certified copies of any records of sub public authority,
- diskettes, floppies, cassettes, photographs, print-outs or any other electronic mode in which such information is stored in a computer or in any other device.
- "Record" means:
- any document, manuscript and file,
- any microfilm, microfiche and facsimile copy of a document,
- any reproduction of imag or images embodied in such microfilm ( whether
enlarged or not ), and
- any other material produced by a computer or by any other device
