As an authorised officer of CARE, I can assure you that, there was absolutely no hidden agenda regarding the mention of judiciary, legislature and political parties accountable for giving information. The biggest lacunae that the CARE Consultation had was the fact that the rapporteur appointed was nor very much familiar with the right to information issues. If someone is not acquainted with nitty-gritty of the Right to Information Acts and movements across the country, he/she is bound to miss the jungle for woods. There were other lacunae and organisational problems too. Let's not get into that.
This apart, you shall have always problem of people not knowing the subject, but forced to speak and dishing out all irrelevant information. This problem is everywhere and here too. I have experienced this problem in CARE and facing the same here too.
I hope, reporting of this Consultation shall be made more authentic and the representative of I and PR Department, Government of Orissa does not hide any thing under the pretext changing the Draft Bill into a Working Paper.
