INTRODUCTION

PROJECT SWARAJYA from its inception has been carrying out various activities on a diversity of fronts every year. Apart from the continuance of its previous activities, the organization carried out many other activities for the year 2003-04. The entire gamut of activities undertaken in course of the year is presented under the following 15 broad-heads and 2 Appendices:

1. Drug Abuse Prevention and HIV/AIDS Awareness

The following kinds of services were provided by the Organisation during 2003-04:

Nishamukti Kendra (Drug De-addiction Centre), Cuttack

The "Nishamukti Kendra" continuindra" continuing from 1992 and presently located at Ganesh Ghat, Bakharabad, Cuttack-2 entered into the 12th year of its functioning. In the year 2003-04, the total number of addicts registered was 1033, out of which 618 were old patients and 415 nos. new. Of the total, the single drug Brown Sugar claimed as many as 485 nos. followed by 277 Alcoholics, 59 nos. of Bhanga and Ganja, 15 Opium addicts, 8 IVD users and 189 other drug groups. Out of the total 1033 patients, 817 nos. were treated under OPD while 216 under Indoor setup. As regards the source of referral of patients to the Centre, as many as 450 were motivated by the family, while 419 by the self and 71 by the friends, 33 by social worker, 4 by private hospitals, 11 by govt hospitals, 13 Counselling and Awareness Centers, 25 by ex-clients or their family members and 7 by law enforcement agencies. As regards the nos. of drop-outs of the year, the total nos. were 46, out of which 40 were Indoor patients and 6 OPD. As regards the reasons of dropout, 6 cases were due to poverty, 9 being unable to cope with the treatment, 13 due to personal reason, 2 due to legal problems and 16 due to lack of family support.

To monitor the recovery status of the patients treated in the previous year, the follow-up programmes were undertaken routinely by the personnel of the Centre through various means such as home visit, inviting them for meeting and correspondence. A total of 71 nos. of patients of different drug groups were found to have fully recovered from the drug abuse and were leading a clean life, while 111 nos. of cases were found to have relapsed to their previous drugs of abuse.

Nishamukti Kendra (Drug De-addiction Centre), Kendrapara

Also known as "Nishamukti Kendra", the Drug Deaddiction Centre located at Khadianga, Kendrapara was set up in mid-1998 and entered into the 6th year of its functioning in 2003-2004 The total nos. of patients registered in the Centre were 792 out of which 517 were under OPD and 275 were under Indoor setup. Out of the total, 285 were new and 507 old. Out of the total, the highest 234 nos. were alcoholics followed by 156 Ganja and Bhanga, 244 Brown Sugar and 31 Opium addicts, 1 IVD user and 126 other drug users. As regards the source of referral, 502 nos. were self-motivated, while 139 motivated by the family, 81 by friends, 59 by social workers, 8 by counseling -cum-awareness centers, and 3 by ex-addicts.

During the year the follow-up programmes were undertaken to monitor the status of the patients treated in the previous year. It was noticed that 59 nos of patients were fully recovered and were leading a clean life. At the same time, a total of 90 patients of the previous year were found to have relapsed to the drugs of their abuse.

Observation of World Anti-Drug0 Day at Cuttack

As in the previous 5 years, the International Day against Drug Abuse and Illicit Trafficking was observed at Saheed Bhawan, Cuttack on 26th of June 2003 under the joint aegis of Project Swarajya and Cuttack Police through a Seminar on the topic 'Community Participation in Control of Drug Abuse and Rehabilitation of Drug Addicts"". The programme was inaugurated by Sri N.C.Padhi, Director General of Orissa Police.

The Secretary of Project Swarajya Mrs.Dolli Dash welcomed all the invited guests and the participants. The Chief Guest Mr. Nimain Charan Padhi IPS, D.G, Orissa Police inaugurated the Programme. Then the Project Director of Project Swarajya Ms. Rukshana Khan gave a vivid description of the work of Project Swarajya especially in relation to prevention of drug abuse and alcoholism in her report presented in the Seminar.

The Seminar was addressed by the Chief Guest Mr. Nimain Charan Padhi IPS, D.G, Orissa Police and Mr. Debasish Panigrahi IPS S.P. of Cuttack presided over the seminar. Dr.Gopal Chandra Kar a leading Psychiatrist of the State and Principal of SCB Medical College and Hospital, Cuttack, Dr.Rajendra Prasad Sharma IPS, DIG Central Range, Cuttack, Mr Shyam Sundar Das a Sarvodaya leader and President of CLAP, Mr Bidya Bhusan Mohanty I.P.S. Addl. DG Orissa Police, Dr.Minakhi Panda, Lecturer of Cuttack City College and Mrs.Dolli Dash Secretary of Project Swarajya were among others who spoke in the Seminar. Several Social Workers, police officials of Cuttack & Baranga, local Sahi leaders and recovered addicts of Cuttack City along with media persons participated in the Seminar.

Distribution and Presentation of IEC materials in Awareness Programme organized by Project Swarajya and other organization.

On the occasion of World Health Day the Project Director of Drug De-addiction Center of Project Swarajya Ms Ruksana Khan along with Ms Anupama Rout Secretary of Jeeta visited the Choudwar Jail and counseled the prisoners on the health problems caused by the addiction of drugs and alcohol. They distributed Posters, Leaflets along with other learning materials prepared on drug related diseases and HIV/AIDS for awareness among the prisoner.

On 14th July 2003 a workshop was held on HIV/AIDS and other communicative diseases in DRTC of CYSD, Bhubaneswar where Dr A.G.Mohanty Medical Officer of the Drug De-addiction Centre presented a paper on the concerned subject matter.

On 9.8.2003 a Jana Darbar on Health Policy was organized jointly by Project Swarajya and Agami Orissa in the premises of Project Swarajya, Cuttack

A seminar on Drug Abuse Prevention was organized jointly by Project Swarajya and Jaya Jagannath Club in Dhalipanga of Jagatsinghpur district on 12.11,03. Mr. Pravat Ku Singh presented and distributed IEC material among the rural people of that area.

On 1st December 03 World AIDSs Day was observed by the Nimpur High School of Jagatpur in the school premises. Dr. A.G. Mohanty attended it as resource person and distributed IEC material among the students.

On 30.1.04 an awareness programme on Drug Abuse was organized by the Sevak, an NGO at Chatia in Jajpur district. Mr. Chitta Behera Advisor and Ms. Nirupama Jena Vice President of Project Swarajya attended as resource persons in the programme.

Organisation of periodical Awareness Camps on Drug Abuse in collaboration with Lutheran World Service in various slums of Cuttack City.

In collaboration with Lutheran World Service Project Swarajya organized two camps, one each in two slums. One was at Samalsahi on 8.3.04 and other one at Radharaman Matha on 29.3.04. Mr. Prasanta Dalbehera Counselor of the Drug Deaddiction Center attended it.

Working with State Police Academy

On behalf of State Police Academy a programme on 'Mechanism for fight against Drug Abuse at National and International level' was held at the office of State Crime Bureau on 16.10.2003. Mr Ashis Senapati Project Director of the Drug Deaddiction Center of Project Swarajya at Kendrapada took a class on the above topic.

On behalf of State Police Academy a police training programme on Drug Abuse Prevention was held for two different days at the office of State Police Academy on 30.10.03 and 28.11.03 where Mr Chitta Behera Advisor of Project Swarajya imparted training on naturopathic cure of drug abuse to the police personnel.

2. Women Empowerment

Project Swarajya organized several events for women to provide them a platform for sharing their feelings and experiences on various issues that interested them and also for building up solidarity among them. The events were seminars, workshops, get-togethers and competitions on various topics etc.

Observation of Raja Parva

On 15th June 03 a traditional Oriya festival called Raja Parva was organized jointly by Project Swarajya and Abhipsa in the premises of Project Swarajya. A meeting was held on the occasion and a Cake Competition was organized among the participants. About 35 women participated in this programme. At the end of the programme the cakes prepared by the women were distributed among the participants and guests. Mr. Raj Kishor Raj President Nilasaila, Ms Basanta Manjari Pattanaik Programme Officer DPEP, Dr Minakshi Panda Lecturer and Ms. Baijayanti Mala Satapathy Lecturer were guests of the event. The programme was presided over by Mr. Sangram Keshari Nayak Secretary of Abhipasa.

Seminar on Security of Women in Cuttack City

A seminar on the above topic was held jointly by Abhipasa and Project Swarajya on 22nd July 03 in the premises of Project Swarajya. About 42 nos of women and men participated in the programme. Mr. Raj Kishor Raj, Mr. Rajib Sarangi, Ms. Minakshi Panda and Ms Baijayanti Mala Satpathi were guests of the event. The Programme was presided over by Mr. Sangram Keshari Nayak.

Symposium on Women in Oriya Novel

A symposium on the above topic was held jointly by Project Swarajya and Abhipasa on 5th October 03 in the premises of Project Swarajya. About 32 nos of participants among whom most of were women participated in the programme. Mr. K. C. Bal a distinguished litterateur, Ms Basanta Manjari Pattanaik a Poetess, Ms Jyostna Pani another Poetess, Mr. Dulal Ku. Pati a Poet and Mr Rajib Sarangi a Noveliast attended as the Guest speakers. The programme was presided over by Mr Sangram Keshari Nayak.

3. Anti-Trafficking Movement

A Brief Report of Activities on Trafficking front by Project Swarajya

1.An awareness programme on trafficking of women and children was held on 29th Oct, 03 at Block Headquarters of Mahakalapada in Kendrapada District. The programme was inaugurated by the Chairperson State Commission for Women and presided over by the Chairman of the Block. About 119 persons from various cross-sections such as PRIs, SHGs, CBOs, NGOs, Police and Media among others participated in the programme.

2.A three-day Workshop on the same topic was organized at JEETA office in Oliha village under Mahakalapada Block during 29th Nov-1st Dec,03.. 89 nos. of participants including Sarapanch and Nominee of the Block Committee took part. The programme was conducted by the members of Narishakti and eminent women leaders of Kendrapada district.

3.An awareness programme on Violence against Women and Trafficking in person was held on 23.5.04 at Redcross Bhaban in Kharinasi GP under Mahakalapada Block of Kendrapada dist. It was organized by Anirbana a grass root level NGO and supported by Project Swarajya. Sarapanch of that GP inaugurated the programme whereas the Nominee attended it as chief speaker. The programme was presided over by the Secretary of Anirbana. Doctors, Teachers, Journalists, NGO heads and Co-operative Society heads were the speakers. About 111 persons including men and women participated in the programme. One sample e register prepared by Narishakti for recording marriage registration was given to the Sarapanch of Kharinasi GP.

4.A three-day Workshop on the Violence against Women and Trafficking in person was held during 2-4 June 04 at Nishamukti Kendra, Project Swarajya, Khadianga, Kendrapada . The ADM, Kendrapada attended it as chief guest. The programme officer of DSW Office, Kendrapada along with the lawyers, NGO workers, PRI Members, Journalists and SHG members participated in the programme. About 82 nos of participants attended the programme.

5.Campaign: A campaign bulletin containing the anti-trafficking message was published by the Women's Rally Committee of Inner-Wheel Clubs of undivided Cuttack District and was circulated among the 2000 members of both Inner-Wheel and Rotary Club on the occasion of Women's Rally organized on 16th Nov 03 at Rotary Eye Hospital, Cuttack

6.Two nos of street plays on the anti-trafficking campaign were organized on 29th th Nov,03 in two different areas of Kendrapada District. One was held at Oliha at 2 PM and the other at 6 PM at district Headquarters of Kendrapara. The plays were presented by ISWO, Dhenkanal. More than 1500 people from various parts of the district watched the plays and became aware about the concerned issues.

7.A public meeting was held on 1st Dec 03 in Oliha village at 3 PM. The Block Chairman was the Chief Guest. The eminent persons including PRI members and media men of that Block were the resource persons. About 600 people were present in the meeting.

Besides, posters and leaflets were distributed for a week from 25th Nov to 1st Dec 2003 among the cross sections of people in Kendrapada district.

4. PROGRAMMES ON CHILD DEVELOPMENT

The organization is committed to promote the cause of ensuring children's accessibility to all the necessary kinds of human resources for heir all-round development. Towards this eend various activities involving and for the children were organised. Quite many competitions on different topics were organized jointly by Project Swarajya and Abhipsa on the occasion of different holidays.

Observation of Shishu Mahosthav

To encourage the children a prize distribution ceremony was organized on the occasion of Shishu Divas on 14th November 03. A three-day 'Shishu Mahosthav' programme was organized from 14 to 16 Nov 03 in the conference hall of Project Swarajya. During this period seminars, debates, story-telling, essay writing, dance and drawing competitions etc were organized. The programme was inaugurated by Mr Shyam Sundar Das, eminent Sarvodaya leader and President of CLAP. Prof Baishnav Ch. Singh, Dr. Dinabandhu Maharana, Dr Minakshi Panda, Ms Nirupama Jena and Ms Ruksana Khan were the resource persons of that event. The prizes were distributed among the winners of various competitions on different topics organized earlier. The programme was facilitated by Mr Sangram Keshari Nayak. About 300 nos of children took part in the event.

Survey of Child Labour in Hazardous condition

There were a number of cracker industries functioning in Bahugram under Salipur Block So a survey was conducted during the month of August on the numbers of child labour employed in cracker manufacturing units in Salipur area. At the end of the survey it was seen that about 2-3 children from each family of the area were employed in cracker making units, and that too on extremely low remuneration. About 50 nos of cases were documented by the organization.

5. GOVERNANCE REFORM

Symposium on Judicial Reforms

A symposium on Judicial Reform conducive for Common Citizen was organized on 14th August 03 at 5 pm in the conference hall of Poject Swarajya, Cuttack which was attended among others by several distinguished law experts, political leaders, social workers and intellectuals. The programme was started with the welcome speech by Smt Bilasini Pattanaik, followed by the inaugural address by the Hon'ble Justice Sri A.K.Pattanaik. It was presided over by Sri Sourya Sundar Das a Senior Advocate of Orissa High Court.

Hon'ble Justice Sri M. Papanna, Former Justice Sri P.C. Mishra, Former Speaker Loksabha Mr Rabi Ray, General Secretary Lohia-Ambedkar Bichar Manch Mr Mohan Jena, Senior Advocate Orissa High Court Mr. M.R.Panda, Principal M.S. Law College Mr Jayadev Pati and DIG Central Range Dr. R.P. Sharma took part in the discussions. The background note of the symposium was given by Ms Nirupama Jena Vice-President of Project Swarajya and the vote of thanks by Ms Dolli Dash Secretary of Project Swarajya.

Debate on the Report of the National Commission to Review the Working of the Constitution

The National Commission to Review the Working of the Constitution consisting of a group of experts under the Chairmanship of Padma Bibhushan Mr. M.N. Venkatchalia former Chief Justice of Supreme Court of India had submitted their Report in March 2002 to Govt of India. Some important portions of this report were translated into regional language( Oriya) by Ms Nirupama Jena. Mr.Chitta Behera, Advisor to Project Swarajya also prepared write-ups in Oriya on the some selected themes of the Report of the National Commission. In order to promote a debate on the the Report of NCRWC, the compilation of the said translations and commentaries were circulated by Project Swarajya among the executives, judges, lawyers, politicians, media persons and social workers of the State. Some write-ups were also published in various local newspapers in the form of featiure-articles. Many suggestions, views and comments were received by way of feedback from various quarters in response to the efforts of Project Swarajya to promote a much needed debate on the Report of NCRWC.

Seminar on Reforming Electoral Governance -2004

A seminar was organized on "The Electoral Governance Reform' at Hotel Dwaraka on 20th March 04 by the District Level NGO Coordination Committee in collaboration with. Orissa High Court Bar Association and Project Swarajya. Mr. Arun Panda eminent Journalist, Mr Guruprasad Mohanty of Utkal Sammilani and Ms Namrata Chadha Member State Women's Commission were the speakers on the occasion. Project Swarajya Advisor Mr. Chitta Behera presented the background paper and Vice President Ms. Nirupama Jena circulated her translation of the recommendations of the National Commission to Review the Working of the Constitution on electoral reforms.

Seminar on Freedom of Information Act-2002

A seminar on the above topic was held in the Dwarika hotel onbehalf of DLCC on 31.1.04. It was partially supported by Project Swarajya. The back ground paper was prepared and shared by Mr Chitta Behera Advisor to Project Swarajya. Another person from Project Swarajya Ms Nirupama Jena Vice President also shared the report on the National Commission to Review the Working of Constitution. Mr. Gopal Nanda DG Vigilance, Mr. Fakir Mohanty Commissioner Income Tax attended as its guests.

6. HUMAN RIGHTS PROTECTION OF DALITS AND PRISONERS

Advocacy for Dalit Rights

There were several advocacy measures taken by the organization for the protection of Dalit human rights during the year under review. Only a selected few cases are mentioned below:

Case No 1

Following a media news about the violence against two miner dalit boys, a fact finding team consisting of 6 members visited the place of the incident i.e. Nuagaon village under Kujanga Thana on 13th June,03. They found that the incident was true. They interviewed the two boys who were victimized along with their family members and villagers. Those two boys belonged to the Mallik subcaste of Sccheduled Caste.

Following the discussions so held, the members of the team felt that those two boys were pushed to a traumatic condition under the impact of the alleged torture. Their parents too could not suppress their tears while narrating the agonizing story. The common villagers also expressed their anger against the offenders while describing the incident. But they observed silence in the presence of the torturers who were economically and socially better-off people and enjoyed big political clout. The local Police Station, DIG Central Range and various political groups were contacted for giving justice to the aggrieved Dalits. The team consisted of members such as Mr. Mohan Jena, Mr. Ramesh Ali Besant, Mr. Haris Mohapatra, Mr. Nirakar Beura, Ms. Puspashree and Ms Dolli Dash.

Case No-2

One couple namely Manas and Jyoti were residents of Phulbani. Though they belonged to different castes and communities within Hindu fold, they got married in 2002. They gave birth to a child too. But the father of Manas who was a rich man could not accept the independent marriage of his son. In the meantime, taking advantage of the illness of his son, the father of Manas took him away from Plulbani for treatment. The parents of Manas never informed Jyoti about her husband's whereabouts. Getting disappointed, Jyoti was bound to file an FIR against her father-in-law. In this respect she took the help of Project Swarajya. The police was able to trace her husband in a nursing home located at Cuttack. Thus she was successful in getting back her husband.

Case No-3

Ms Arati Swain was a final year degree student in Baramba College under Cuttack district. On 20th October 03 she was molested and subjected to an attempt to rape by a man namely Sri Satya Barada during her return home from the College at 2.30 PM. An FIR was lodged by her in Badamba PS on the same day against the offender.

Being informed about the incident the members of NARISHAKTI visited the area and met with Arati and concerned police officials of Badamba PS on 26th October 03. Following a discussion with the available villagers, it was found that the accused was not arrested yet by the police, though 7 days had elapsed by then since the incident occurred. On the intervention by the surveying team, the accused was arrested by the police.

The members who were in the fact finding team included Ms Dolli Dash, Ms Puspanjali Jena, Ms Jagnyaseni Mohapatra and Ms Bhanumati Devi.

Case No-4

Two persons namely Mr Satyajit Mallik and Ms Shradhanjali Swain, belonging to two different villages under Salipur Block got married in a Temple. Again their marriage was ceremonialised at AMOFOI, Bhubaneswar. But their marriage was not accepted by the parents of Shradhanjali, who belonged to the Khandayat caste. The boy was from a Dalit Caste. Shradhanjali's parents filed an FIR in Salipur police station alleging the kidnapping of their daughter by the Harijan boy. Then the police started harassing the newly married couple. Then the couple came to the office of Project Swarajya for advice and help. The organization provided legal support for the registration of marriage and as well lobbied before the DIG Police Central Range to withdraw the case from the police station. The DIG then instructed the OIC of the concerned Police Station to withdraw the case. Thus the inter-caste marriage of the couple was socially legitimized

Providing regular counseling service to the prisoners and their children

On the occasion of DASAHARA the social workers and counselors of Project Swarajya visited the Choudwar Circle Jail on 4.10.03 for interacting with the addict prisoners. They took IEC materials on Drug Abuse and HIV/AIDS Prevention with them for displaying there. They met with 23 nos of patients there and counseled them.

The staffs and members of Project Swarajya provided regular counseling to the addict and women prisoners of Choudwar Circle Jail on different occasions. Apart from that the personnels of the organization also visited regularly the hostel for prisoners' children namely Madhurmayee Nilaya run by Orissa Patita Udhar Samiti at Bhubaneswar. One such child among them was supported financially during her treatment in SCB Medical College and Hospital, Cuttack.

7. CONSUMER PROTECTION MOVEMENT

On the front of consumer protection movement, several activities were undertaken by Project Swarajya during the year under review.

Setting Up the District Consumer Information Centre at Cuttack

Towards the end of the year, a District Consumer Information Centre was set up at Project Swarajya for the district of Cuttack under the financial assistance of the Consumer Welfare Fund, Government of India. The Centre is meant to provide all sorts of information on Citizens' Charters of various Govt and quasi-Government agencies to the NGOS and public at large.

Essay Competition and Seminar

An Essay Competition on Consumer Protection was conducted jointly by Abhipasa and Project Swarajya on 20th July 03 at the conference hall of Project Swarajya among the students at High school level. On the same day a Seminar on Consumer Protection was held at 5 PM involving the parents of the participants. Mr. Dulal Ku Pati, Mr. Sangram Kesari Nayak and Ms Nirupama Jena attended as guest speakers of the programme.

Survey of Schools for setting up Consumer Clubs

A survey was conducted among the 60 nos of High Schools in Cuttack district. Each and every Headmaster of the said schools were consulted on the proposal of setting up the consumer clubs in their respective schools. They agreed and consented for the same.

Awareness programme on Consumer Protection

An awareness programme on the above topic was organized on 28th March 04 in the conference hall of Project Swarajya. Mr. Kedar Nath Jena, Senior Advocate and President of Orissa Consumer Association presided over the programme. Ms Riny Mohanty Member District Consumer Forum addressed the programme as Guest of Honour. Mr S. N. Mishra Addl Legislative Counsel, Ministry of Law, Govt of India inaugurated the programme. About 65 nos of persons from various cross-sections participated in the programme. This programme was organized to mark the celebration of World Consumer Fortnight during 15th-31st March 04.

8. Environment Protection

Observation of International Year of Fresh Water

A seminar on the International Year of the Fresh Water was held on 14.12.03 under joint collaboration of Project Swarajya and Orissa Bigyan Prachar Samiti in the conference hall of Project Swarajya. The eminent Scientists Dr. Gokulananda Mohapatra, Dr. Kulamani Samal and Dr. Baishnav Ch Singh attended as its technical experts. Dr K.C. Bal, Chief Personnel Officer of S.E.Railways addressed the occasion as its keynote Speaker. Mr Chitta Behera Advisor, Ms.Nirupama Jena and Ms Dolli Dash Secretary of Project Swarajya attended the programme on behalf of the Organisation.. The programme was presided over by Dr Shishir Kanta Behera, a hydrologist of repute.

Seminar on Sanitation in Cuttack City

A seminar on the above topic was organized jointly by Project Swarajya and Abhipsa on 27 July 03 in the conference hall of Project Swarajya. Mr. Bijaya Nayak and Dr. Shishir Kanta Behera were the resource persons. The programme was presided over by Mr Raj Kishore Raj. The welcome speech was given by Mr. Sangram Keshari Nayak. Vote of thanks was given by Ms. Dolli Dash, Secretary Project Swarajya.

PIL Against Pollution by Oswal Chemicals and Fertilisers Company at Paradip

To ascertain the views of the local fisherfolk and inhabitants on the present status of pollution of creek and rivers waters in and around Paradip, a surveying team of the personnel of Project Swarajya went round the nearby slums such as Nuapada No.4 and Indira Park and interviewed their residents. All the persons so interviewed opined that the PPL has stopped polluting the environment since long. They further showed the plants and grasses on the creek banks, which have turned pale under the severe impact of pollution. Further they narrated the horrible stories of how once or twice every month in the past years, the water streams of Atharbanki creek and other outlets of Mahanadi mouth used to get poisoned by the chemical effluents, leading to the instant and mass scale death of fishes and all living aquatic species. Simultaneously the poisonous gasses spread all around making it difficult for the people to breathe and see properly. With burning sensation in their eyes and respiratory problems, it became almost impossible for the people to live and move in the area. Which the water and air being contaminated all around, the local people have contracted the different diseases like TB, loss of eye-sight, skin problems and gastric disorders. As regards the cause of such pollution, the local people were unanimous in their opinion that Oswal Fertilizers Company was solely responsible for it.

Under the circumstances, it was decided by Project Swarajya to lodge a PIL case in the High Court of Orissa against the Oswal Chemicals and Fertilizers Ltd Paradip to check the pollution hazard caused by them.

In August 2002, the PIL was admitted to Orissa High Court ( vide WPC 161 0f 2002) and the High Court ordered the issue of notices to the concerned parties including the Government of India and Government of Orissa for their response. But strangely enough, after a lapse of about more than a year i.e in December 2003 it was found that the notices so ordered by the High Court were not dispatched at all from the Office of the High Court. Under the circumstances, the Organisation submitted a Memorandum to the President of India with intimation to the Chief Justices of Supreme Court and Orissa High Court. The action at the level of High Court is still awaited.

Conservation of endangered Olive ridely sea turtles

A Stake-holders Workshop for Protection of Sea Turtles was organized by the office of the Chief Wildlife Warden Govt of Orissa Bhubaneswar on 20th October 2003 involving State Fisheries Dept, environmentalists and NGOs. Mr. Ashis Senapati and Ms.Dolli Dash attended the workshop on behalf of Project Swarajya. The consensus of the meeting was that due to non-enforcement of TED regulations, a large number of the endangered Olive ridleys were dying every year. However it was pointed out by the representatives of Project Swarajya that the Trawl Guard which is an indigenous and inexpensive substitute for TED should be given a fair trial before imposing TED, since the trawl owners were apparently in favour of using the new device in place of the TED, a foreign technology.

Consultation on the Coastal Zone Management for reducing the disaster-proneness

A one-day consultation meeting was jointly organized by Orissa State Disaster Mitigation Authority ( OSDMA) and UNDP at the Conference Hall of OSDMA, Bhubneswar on the above theme on 15th April 2003. The Managing Director of OSDMA chaired the meeting. The Departments dealing with Fisheries, Forests, Environment and a host of technical agencies and NGOs working in the field were present and participated in its deliberations.

Mr.Chitta Behera, Advisor to Project Swarajya attended the programme and presented his views. In the meeting, the participants arrived at a broad consensus on such themes as Protection and Regeneration of Mangrove forests, Coastal Shelter Belt Plantation, Orissa Coastal Canal, Saline Embackments, Use of Remote Sensing and GIS, Fishery and Marine Life, Management of Chilika Lagoon, Dredging of River Mouth, Pollution, Eco-Tourism, Adoption of Beaches and Involvement of Post Graduate and Research Students.

9. AGRICULTURE DEVELOPMENT AND FARMERS' WELFARE

Farmers' Conference

Under joint collaboration of Orissa Pragati Krushak Parisad and Project Swarajya a one- day farmers' conference was held on 6.4.03 in the conference hall of Project Swarajya. About 27 farmers belong to different districts of Orissa attended the programme. They shared as to how they were facing a lot of problems for marketing their products. They told that they didn't get any profit from their occupation pf cultivation. The price of the products is lower than the investment they made. Mr Krusak Laxman Das was the Chief Speaker of the event. The programme was presided over by Sri Biswajit Behera, a distinguished farm-house manager of the State. On behalf of Project Swarajya Ms. Dolli Dash and Mr. Rajesh Barik addressed the conference.

Seminar on Agriculture, Food Security and Right to Work

A Seminar on the above topic was held on 4.5.03 at CYSD, Bhubaneswar. Mr. Chitta Behera Advisor to Project Swarajya shared his views among the participants on the topic based upon his direct observation of the problems in KBK areas. His contention was how the defects in the Constitution itself gave rise to myriad critical problems including the food security and right to work of a common man. Among others Dr. Pandav Nayak VC Utkal University, Mr K.B. Das Prof Utkal University, Mr P.K. Jena, Director Watershed Mission etc were the resource persons on the occasion.

Sustainable Management of Bay of Bengal Programme

A meeting was held on 18.7.03 among the ecology experts, officials of fisheries and NGOs in the Directorate of Fisheries Office at Jobra, Cuttack. Mr Ashih Senapati Project Director of Project Swarajya Kendrapara participated in it and suggested that the application of artifificial reefs should be included in the Management of the Bay of Bengal Large Marine Ecosystem (BOBLME) Project

10. RELIEF & REHABILITATION WORK DURING FLOODS-2003

During the heat wave of 2003 on behalf of Project Swarajya a Jala Chhatra was opened for the poor people of rural area who were coming to court and collect orate for their personal work, on the request of DLCC from 21st April to 5th June in its head office at Ganesh ghat since it was located in side the main road

A seven-day relief camp was held in Nischintakoili and Salipur Blocks under Cuttack district from 4.9.03 to 10.9.03 in consultation with District Magistrate Cuttack in the wake of the floods in the Mahanadi River. Halogen tablets, ORS packets, bleaching power and water bottles were distributed among the flood victims. Biscuits, breads and other dry food stuff were also given to the children of Santapur and Manikpur villages of the said area.

A health camp was also organized on 12.10.03 in Sampur- Dalpatana villege under Banki Subdivision, which happened to be the worst flood-affected area in Cuttack district. The common medicines collected by the social workers of Project Swarajya for fever, common cold and gastric disorders were given to the affected people. A total of 221 nos of patients were treated by Dr. P.C. Singh and Dr. Ajaya Mohanty. Mr Manoranjan Mallik, Mr. Sangram Behera and Mr Gauranga Subudhi, the social workers of that area assisted the camp. On behalf of Project Swarajya Mr. Bibhu Prasad Satpathy and Mr. Pravat Ku Singh facilitated the organizing of the camp.

11. DOCUMENTATION AND NETWORKING

The documentation programme on various social welfare issues continued this year as before in the form of publications, collection of materials from websites, government and non-government agencies, other development agencies and CD ROMS alongwith the maintenance of a Library. The interested journalists, NGOs, lawyers, and scholars were provided with information on various topics as and when they wanted. The representatives of government were also provided information on various issues including drug abuse and trafficking of women and children. Besides the like-minded NGOs were provided with assistance in the matter of accessing information on different schemes, formulation of project proposals and reports, preparation of background materials and facilitation in holding of meetings and workshops etc.

12. ORGANISATION OF CULTURAL PROGRAMME JOINTLY BY ABHIPSA AND PROJECT SWARAJYA

Introduction of Abhipsa -

Abhipsa is a 6 year-old Cuttack-based socio-cultural organization working for all round development of children covering several districts of Orissa. Its target groups are mainly the school children. It focuses on organization of extra-curricular and cultural activities like debate, essay, story writing, article writing, drawing and painting etc among the students at school level. Through such multifarious activities the organization has been promoting a sense and awareness of history, heritage and civilization among the children, the future of the nation.

The cultural activities of Abhipsa at Cuttack are mostly organized in collaboration with Project Swarajya, and especially its programme of weekly meetings is conducted in the auditorium of Project Swarajya at Bakharabad, Cuttack.

13. PROGRAMME FOR YOUTH DEVELOPMENT

A day-long programme was organized on 12th January 2004 on the occasion of Vivekanand Birth Day, which is celebrated all over India as the National Youth Day. A painting competition among the High School Students was organized jointly by Abhipsa and Project Swarajya in the conference hall of Project Swarajya. Besides a meeting was organized in the evening for the youth staffs of both organizations, in which the message of Vivekanand for the youth of modern India was highlighted by various speakers.

14. APPROPRIATE TECHNOLOGIES

The Organisation was declared as an R.T.D.T. (Rural Technology Demonstration and Training) Centre by NRDC ( National Resaerch and Development Council ), New Delhi since 1992 and as such has been provided with certain low-cost technologies for the purpose of demonstration and training to the people at grass root level.

Moreover, it has been the endeavour of the Organisation to design and develop appropriate technologies for use by the common people in the face of environmental pollution, biodiversity loss and challenge of competition in an era of liberalization.

Based upon the experience of project implementation in the past, the Organisation is now equipped with the following appropriate technologies for the purpose of dissemination among the common people:

In addition to the above, the training on a new trade, that is, candle making was organized for the recovered patients of Drug Deaddiction Centre of Project Swarajya at Cuttack during last week of February 03.

Back ground of the weekly meeting

Building the network with the said organisation Project Swarajya has been organizing such above activities for last one year among the school children of Cuttack city. The organization distributed prize to the winner students.

Besides, both the organization organized an weekly meeting for last one year. A series of workshops, seminars, meetings on topical issues along with cultural programmes organized among the intellectuals, educationists, social activists, students, parents, writers, poets and media personnels.
